RCP Foundation, which is headquartered in Little Neck, New York, USA, was chartered as a private trust for philanthropic and humanitarian purposes by its Founding Trustees, Rodolfo (Rudy) C. Quiambao and Conmemoracion (Connie) G. Quiambao, who are husband and wife, on October 1st, 2002. In addition to their responsibilities as Trustees, Rudy serves as the Foundation’s Chief Executive Officer, and Connie serves as its Secretary. The Foundation is non-political, and does not get involved in political campaigns or in endorsing or supporting political candidates or parties.

Those who are blessed to have been given much, are obligated, by their better nature, to give much and to give back. They should strive to perform acts of charity and kindness... to invest in the greater good, and to play a meaningful role in developing the innate potential for happiness and peaceful accomplishment that resides within each individual, and within important social institutions that serve the most important needs of those individuals.
Since its inception, the Foundation has made more than a thousand donations, gifts, grants, and awards for such diverse causes as building community, sponsoring education and careers, support of the elderly, feeding the hungry, sheltering the homeless, construction of churches… the list is vast. While these gifts, for the most part, have been institutional, Rudy and Connie have sponsored, through their generosity as private benefactors, programs that have directly benefitted individuals in need.

It is our intention to continue giving, to give more in the years to come, and to expand the realm and scope of our activities for the benefit of the individuals and organizations who need us.

The Foundation’s Founding Trustees are both highly accomplished individuals, and a capsule summary of the background and achievements of each follows.
Rudy Quiambao
Rudy Quiambao is an accomplished and award-winning Professional Engineer (PE) with licenses in multiple states, as well as a certification from the National Council Of Examiners For Engineers And Surveyors (NCEES). He has been actively engaged and sought after, both during his active career years and subsequently, for his expertise and in his capacities as an entrepreneur, engineer, minority business executive, and a community leader.
As the founder (1988), managing director, and CEO of Rudell & Associates, Inc., a New York-based full-service engineering consulting firm with in excess of 100 employees, he led the design, development, and project management teams involved in the construction, development and project management of numerous nuclear and fossil generating power plant facilities and substations, as well as major industrial and commercial facilities and infrastructure until his retirement.
In 1996, Rudy co-founded the Filipino American Association Of Engineers, Inc. (FAAE), and he has earned awards and special recognition for his many personal and business accomplishments from a multitude of academic, cultural, and professional organizations and institutions too numerous to list.
Through the course of his career, Rudy was instrumental as a leading volunteer in the training of newly-arrived engineers from the Philippines to adapt to the American standards and conventions of engineering and design practices. He has always been a staunch proponent of academic, professional and career advancement for newcomers from the Philippines to the United States.
At the present time, Rudy is most extensively involved in the management of the Foundation, and taking care of his extended family.
Connie Quiambao
Connie Quiambao was a practicing dentist (having earned a Doctor of Dental Medicine degree with Cum Laude honors in Manila, the Philippines) until her retirement in 2004. In addition, during her professional career, she took post graduate studies at Brookdale Medical Center, New York University College Of Dentistry.
During the course of her professional career, Connie was a member of both the American Dental Association (ADA) and the First District Dental Society, and she was extensively involved in varied chairmanship roles with Filipino-American civic organizations.
Connie has received special recognition and awards from such prestigious bodies as the Consumers Research Council of America, the Benigno Aquino Triangle Foundation, and the Government of the Philippines, to name several.
Rudy And Connie, As A Team
Rudy and Connie, as a husband and wife team, and as active, supportive Filipino-Americans have been instrumental or have played direct leadership roles in the support of medical missions both in the United States and in the Philippines, in the planning and support of the Philippine Independence Day parade held on Madison Avenue in New York City, and in the organization of the annual celebration of the Benigno Aquino Triange in Hollis, Queens, New York, in addition to numerous functions and special projects involving their church and the Filipino Community.

Our charter, which is in the form of a trust indenture, permits us a broad scope of non-political humanitarian and philanthropic activities. RCP Foundation is an IRC Section 501(c)(3) organization, and contributions to it are tax-deductible pursuant to IRC Section 170.
Our federal taxpayer EIN is 55-0799333, and we are current in all aspects of tax and regulatory reporting and compliance, as we have been since our inception.
We have conducted all of our banking since our inception through our bank of record, which is the New York Community Bank, located at 25131 Northern Boulevard, Little Neck, New York 11362.
We are represented in legal matters by William Bird III, Esquire, with offices at 45 Post Avenue, Westbury, New York 11590, and our accountant and tax preparer is the firm of Gruber Palumberi Raffaele Fried CPAs PC, with offices at 7 Pennsylvania Plaza, Suite 310, New York, NY 10001.
At the present time, since we are a private foundation and have not yet solicited or accepted contributions from outside individuals and institutions, we have not had a financial audit; however, this is subject to change in the event that we receive contributions from like-minded individuals and organizations.
Importantly, the Foundation’s expense outlays for administration and operations have never exceeded 5% of its total budget, and the Founding Trustees have never been paid compensation or any form of expense reimbursement. Substantially all of the Foundation’s funds (comprised of interest and annuity income from the conservative investment of trust assets, as well as from contributions of personal funds, as required, from Rudy and Connie) have been, and continue to be applied toward the fulfillment of its mission, as this is described further in a later section.

Compassion, concern, empathy, education, employment, achievement, opportunity, prayer, and the encouragement and support of charitable giving, neighborly community and meaningful civil interaction; these are all good things in need of our attention and support… and RCP Foundation is engaged in the service of all.
Stewardship of and responsibility for social institutions that embrace and teach peaceful, productive, and prosperous co-existence is one of the highest pursuits, and is one of the cornerstones of RCP Foundation.
